Sealed Bids for this project will be received by the City of West Haven at the office of the Comptroller until January 18, 2018 and at that time and place bids will be publicly opened and read aloud.  No bids will be received after 11:00 A.M. on the day the bids are to be opened.

 The work consists of the installation of storm and sanitary sewer relocated on Chester Place, Admiral Street and Orange Avenue   miscellaneous work as specified herein.  The work will take place in the City of West Haven, Connecticut.

 Contract Documents may be examined at the City Engineer’s Office, City Hall, West Haven, Connecticut, between the hours of 9:30AM and 4:30PM daily except Saturdays, Sundays and holidays.

 Copies of the Contract Documents will be available from the Comptroller’s Office, City Hall, West Haven, upon receipt of a non-refundable payment of forty dollars ($40.00) per set, in the form of a check or money order payable to the Treasurer, City of West Haven.

 Bids must be enclosed in an opaque sealed envelope and plainly marked with the Project Title, the name and address of the bidder on the envelope.  Failure to comply with the requirements of this paragraph may be deemed to render a proposal non-responsive.

 Each bid shall be submitted in accordance with the Instructions to Bidders and be accompanied by a Bid Surety in the amount of 5 percent of the Bid.

 Complete instructions for filing Bids are included in the Instructions to Bidders.

 The Successful Bidder must be pre-qualified by the State of Connecticut Department of Administrative Services (DAS).

 The Successful Bidder must furnish a 100 percent Construction Performance Bond and a 100 percent Construction Payment Bond with a surety company acceptable to the Owner.

 Wage rates for this Project are subject to the minimum wage rates as per the State of Connecticut Labor Department “Prevailing Wage Rates.”

 Bidders on this work will be required to comply with the President’s Executive Order No. 11246 and any amendments or supplements to that executive Order.

 No Bidder may withdraw their Bid for a period of 120 days after the date of the opening of the Bids. 

The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest.

 This contract is subject to State set-aside and contract compliance requirements.
