The City of West Haven, Board of Education (“City”) is accepting proposals to design, permit, construct, own and operate a fuel cell facility with a minimum Nameplate rating of 400 kW and a maximum Nameplate rating of 475 kW (the “Facility”) on real property owned by the City consisting of a portion of the real property on which West Haven High School is located, commonly known as 1 McDonough Plaza, West Haven, CT 06516, more specifically described in Section 2. Proposals are also to entail a long-term power purchase agreement, including fuel costs, with the City for the electrical energy output of the Facility, with the City’s option to receive and use the thermal energy output of the Facility as well. Proposals must be submitted in the form and manner specified in Section 3 to:

Proposals will be accepted until 11 a.m. Jan. 23, 2018, and at which time all proposals will be opened. No proposals will be accepted after that time.

All questions and/or requests for clarifications regrading this RFP and its requirements must be submitted by email to Robert Sandella, West Haven Purchasing Agent, at by 1 p.m. Jan. 15, 2018. Questions received after the deadline may not be answered.

Responses to questions, changes, amendments or addenda to this RFP will be available via the City of West Haven website. It shall be the responsibility of the respondent to download this information. The city will not mail a separate hard copy of any RFP changes or amendments to potential respondents.
