CDA Notice of Amendment for CDBG-R Summary: The City of West Haven Community Development Block Grant Citizens Advisory Committee is proposing to amend its Annual Action Plan and allocate its CDBG-R portion of the American Recovery and Reinvestment Act as follow. Citizens are invited to comment, orally or in writing, on this proposed change between May 21, 2009 and May 29, 2009. West Haven Community House Community Connections Program Capital Improvement Summary: The Community Connections is a program for adults with mental retardation [and other disabilities] which provides vocational and social training, along with group supported and competitive employment to increase independence and enhance community integration. The program is operated by the City’s largest non-profit social service agency, the West Haven Community House.
Currently Community Connections has a client load of 80 with a wait list of 10. The physical expansion of its building at 622 Campbell Avenue will allow the program to increase the number of clients to 100.
It is the City’s intention to designate West Haven Community House as a sub-receipient of its CDBG-R funds in order to complete the needed renovation of the building. The work will create a “quiet room” for significantly behaviorally challenged individuals, accessible bathroom[s], work areas, consultation rooms, and the installation of a wheelchair lift to make the 2nd floor accessible.
