How do I ask for a lot owned by the city next to my property? How does the city abandon a property to allow another resident to obtain it? Can the city do this and retain an easment for it for storm drainage?What is the City's regular procedure for disposing of city owned property?

You should contact your City Councilman for your district as all requests to purchase city-owned property would be granted through the City Council office.
You should also contact the Zoning Office for a recommendation.
