If having a party in the pavillions at Painter Park and people wanted to bring coolers with alcohol, do you need a liquor permit?

Anyone renting a pavilion in Painter Park needs to come to the Recreation Department to fill out an application. Alcohol is permitted in the pavilions, but only cans. No glass bottles or kegs are permitted.
