Purchasing/Risk Management

The Purchasing Department is responsible for the procurement of goods and services lease agreements, bids and contracts. Citywide evictions are also coordinated through the department. The department also manages all city insurances, safety and health committees, training programs, subrogations from property losses, and compliance with occupational safety and health rules.

All certificates of insurance are maintained in the Purchasing Department and are always available to assist and answer questions in regard to the city’s exposure to liability.


  • Safety and Health Committee meetings held quarterly to address all employees concerns.
  • Bloodborne pathogen training held.
  • Audit of Safety and Health Committee by Workers Compensation Commission commended the Department of Risk Management for our compliance with Safety and Health Committee regulations.
  • Aggressively recovered losses to the city due to automobile and property damage.
  • Continue to utilize DAS pricing for tremendous cost savings.


  • Reevaluate city safety programs, i.e., Employees Emergency Plan, Hazard Communication Plan and Infection Control Plan.
  • Offer employees training in defensive-driving techniques, MSDS awareness and Lockout Tag out procedures.
  • Continue to provide personal safety equipment to employees to reduce the city’s exposure for injuries.
  • Continue to maintain and implement OSHA programs and the Safety and Health Committee.
  • To improve the work environment through better products and services to promote a more efficient and worker-friendly environment.
  • To reduce the city’s expenses utilizing the Department of Administrative Services.
